Corporate Parking Management - Hereford

I received a windscreen PCN from Corporate Parking Management in Hereford, this is the first parking ticket I have ever received and believed that it was a PCN from the council.

Stupidly, I have appealed using the Hereford Council website. I'm assuming they wont have any record of the PCN as it isn't managed by them, my question is, will they forward the appeal on to Corporate Parking Management?

Secondly, after reading the sticky, do I now wait until day 26 before emailing the company with the standard template? I am not the owner of the vehicle (my girlfriend is) - so do I supply her name and address on the bottom of the appeals notice?

What is likely to happen then?

    The council will not forward it on. The appeal needs to be in the name of the registered keeper.

    In this case, is a simple copy paste of the template OK? Do I need to add, or change anything?

    I'm assuming, they will just reject the letter and give me a POPLA ref?

    Do not alter the template. You should indeed get a POPLA code.

    I will wait the 26 days and then send the email over to them.

    Just to confirm, on what grounds is POPLA likely to throw out the ticket?

    The appeal I wrote to the council was based on mitigating circumstances preventing me from returning to my vehicle. I am a psychotherapist and I was in session with a distressed client.

    You have clearly found the Newbies thread so check out post 3 for examples of POPLA appeals. Extra points to the usual ones are your mitigating circumstances and not relevant land for POFA (if it is owned by the council).

    The mitigation will likely fall on deaf ears but it's worth stating nonetheless.

    Is a landowner complaint a possibility? Definitely worth complaining and insisting on cancellation if the car park serves a hospital or similar premises in which you were working.

    I have thought about a landowner complaint, but I can’t find out who the landowner is. The building I work in is a charity based basically on the same land as the car park, but I don’t know if they own it.

    How would I go about finding out who owned it?

    And admin staff in the building may well know .... I'd start with them and if they don't know ask the manager(s). In fact there may well be someone on site who has the wherewithal to cancel the PCN, most likely a manager with overall responsibility.

    I reckon you have a good chance of a quick & simple cancellation - the NHS can be more problematic (though still worth trying very hard!). Emphasise that you were simply doing your job and the overstay was unavoidable on this occasion.
