Yes, they announced the revival of this incentive at the start of last week to sweeten the pill of the rate reduction, as covered in the MSE article on the 8th:

I had totally overlooked the recommend a friend incentive (and I surely can't be the only one) when both headlines are "TSB to cut interest rate on its current account to 3%". 0 -
I've just tried to open a second bank account with TSB online. The application was approved but then they wanted me to sign up for internet banking which I have done already years back.
Anyone has similar experience?0 -

Yes accounts. were later automatically merged into 1 Internet Banking Login ID
Also i found on 1 April ish that 5% interest was not paid on additional accounts.
needless to say I transferred the account out to Santander

Did you register for paperless statements/correspondence and pay in £500 to the additional TSB?0 -

Thought the T&Cs say you can only have one Plus account anyway and that they convert a second (non joint) one to a Enhance [what ever that is] or other current account?0 -
