Scottish Power Back Billing Scenario

I was just wondering if this scenario would class as back billing? I recieved a final bill from SP back in 2016 at the time they took the money from the bank and direct debit was also set up, the money was returned to the bank and the DD was meant to take over to make up the payments, but for some reason the bank cancelled the DD when they reversed the paymet.
I was contacted last month about this and was unaware the payment was outstanding. I was about to set up a DD to pay it but read about back billing rules.. I contacted Scottish Power who have said the rules don't apply to me as I have been invoiced for the usage back in 2016.. this is true but this rule seems to outline similar to what happend in my case?

Before I pay, is this worth persuing and pressing or not?Your supplier failed to reassess a payment arrangement (e.g., a request to change your direct debit) within 15 months, or failed to reassess based on a reasonable estimate.
