All drivers who cause car accidents are committing criminal offences - careless driving if nothing else
Not all of them.
If a driver causes an accident as the result of a medical issue of which they had no prior knowledge (such as a first time heart attack) or something totally involuntary and out of their control (such as a sneezing fit) then they may well have a legal defence of automatism and if so, they are not liable in any way nor have they committed any offence.0 -

It appears (though it's unclear) that the driver may have been being chased by the police at the time - and he took a wrong turn into a quiet residential street - I think he was aiming for the major road her road is parallel to. And at least she knows who hit it. Plenty of people come out to find battered cars and the driver's done a runner.
