Options to paint/clad small retaining wall

Hi all,
Looking for some advice...
In our garden we have a level of higher ground, as our garden is on a slope, which is contained by a approx 0.5m high retaining wall. This was installed by the previous owner, and simple blockwork and render construction, and has been painted white but the paint is flaking off. Having scraped it back a little bit it is clear that the wall itself is getting damp, obviously as the moisture is seeping through from the soil behind it. It does have a couple of drainage holes at the bottom but fundamentally I am guessing if I repaint it, no matter how much prep I do I will simply have the same problem.
The surface area of the wall I would say is around 7-8 sq metres in total. It has slabs around it on the top to cap it off, which protrude around 20mm if that makes sense, so anything that I do I'd rather it didn't protrude any more. I am therefore looking at cladding options but struggling to find a cost effective solution.
Is there any obvious solutions to this, or any way of getting a simple white painted finish so the wall looks semi-decent and doesn't just deteriorate again? The best I can find currently is some recycled plastic wood effect boards that I could cut to size and clad it in, albeit even these are quite expensive (around £400 for enough to cover the area).

Dig down behind the wall and paint the wall with bitumen or epoxy resin paint to waterproof it and install a drain at the bottom of the trench you dig to drin away the water to prevent the water building up at the back of the wall when the soil is put back behind the wall.0

Toolstation do tanking slurry which you can apply to the blockwork and once cured paint over. I've just done it with my garage which was built with some poor detailing. Only took about an hour to mix up and paint on and the finish is surprisingly good. It works under positive and negative pressure too.Some people don't exaggerate........... They just remember big!0
