waiver of inventory and bond question USA

Anyone know about USA law? We have received a notice to waive administration etc, however it also adds waive inventory and waive surety bond. The USA solicitor dealing with this says bonds are not issued when dealing with intestate. Does anyone know if that is true? Solicitor nominated an administrator who we are refusing as they were one of the main benefactors now cut from the invalid will! Is waiving inventory and bond a license to do what they want?
Have spent ages reading about probate online but can't find the answer, saw a solicitor the other day and they were no help whatsoever!
