Decline Cookies on a site but they appear on my computer?

Hi there
Non-techy I'm afraid. I'm visiting a website and declined cookies. Out of interest I then looked up my cookies (Chrome) and there were two from the site. To be certain, I deleted them, went to the site again, declined them and lo and behold, there were 2 cookies on my computer. Is this OK?

    Yes they are OK. The site needs some cookies to function.
    What you are saying no to is 'Non essential' cookies....
    The ones you have will be 'Session' cookies and or, 'Preference cookies'.

    Correct, if anyone doesn't want ANY cookies saved then use Chromes incognito mode.

    Or just set your normal browser to delete when closed...
