Decline Cookies on a site but they appear on my computer?

Hi there
Non-techy I'm afraid. I'm visiting a website and declined cookies. Out of interest I then looked up my cookies (Chrome) and there were two from the site. To be certain, I deleted them, went to the site again, declined them and lo and behold, there were 2 cookies on my computer. Is this OK?

Yes they are OK. The site needs some cookies to function.
What you are saying no to is 'Non essential' cookies....
