Gas meter missing GRP sleeve

Hi everyone,
I've just had my yearly boiler service with British Gas and the engineer has given me an at risk notice as my gas meter doesn't have a GRP sleeve covering the pipe that goes from the ground to the meter, apparently it must have one. Cadent has since come round and confirmed this and have said they'd have to speak to someone about getting it done as it's going to involve digging up the path down the side of the house.
British gas fitted our boiler 4 years ago, fitted our smart meter 2 years ago and have serviced our boiler every year for the past 4 years. Surely this should have been noticed sooner?
My question is am I going to have to pick up a massive bill? If I had known it was an issue I would have had it sorted when we replaced the boiler and had the money.
