Buying an empty room in block of flats and extending

Go to the planning portal and check all planning and building regs for the property and surroundings.0

We have a relatively modern building near us that has the ground floor empty even though they have plans approved to convert to more flats.
I suspect they are delaying while they work on plans for 2 more floors and need the space for materials storage some is outside under the building used as carparj but planes for another flat.0 -
Putting in any kind of staircase will breach the current fire integrity that the ceiling/floor currently offer, so my guess (based on minimal info about the layout) is that this is a non-starter.
You'd hardly want a fire door at each end of a spiral staircase.No free lunch, and no free laptop
