Peel Centre Parking Fine Gloucester Retail Park

Good Morning
My wife visited the Peel Centre Retail Park with her blue badge holding disabled daughter and brother, plus 10 year old grandson for grandsons birthday treat, They parked car correctly in disabled bay dsiplaying blue badge and visited the on site Cinema for an afternoon film. Following end of film and exit from cinema, they all decided to visit the local onsite Burgerking Restaurant to allow Grandson's birthday to continue in fine style. To do this, they had to move vehicle from cinema disabled bay to other side of car-park (approx 600m) as daughter cannot walk that far unaided. This was achieved by driving correctly across car-park to another disabled bay, where a small delay was encountered by all Burger-king disabled bays being in use. When a bay became availability my wife parked in it again setting correct blue badge to show parking time arrival.
Upon completion of meal and leaving restaurant all family left car-park and returned home
We received a VNPR Charge OF £60 for over staying our apparent allotted time of 3 hours from VEHICLE CONTROL SERVICES LIMITED Central Payment Office PO BOX 4777 Sheffield S9 9DJ . We appealed to them and we stated that as we had visited two seperate 0n-site establishments at differing ends of car park correctly parking in both times. They replied to our appeal demanding to know who the driver was, all relevant information and a detailed explanation was sent to them in the understanding that surely in visiting two different venues our appeal would be allowed.
We were refused our appeal and now we have been told to re-appeal to Independent Appeals Services (IAS): Notice Serial No: VCS16440984 Vehicle Registration Mark: T7EGB and our original fee of £60 would be increased to £100
As there are several different outlets on this site it appears that VEHICLE CONTROL SERVICES LIMITED are unfairly attempting to penalise users of this private car-park, do they expect visitors to park, visit one outlet them leave car-park and then immediately re-enter the same car-park to visit another outlet.the signage on entering the site does say that there is 3 hour limit but does not inform that the 3 hour limit is not for EACH outlet.
if you could offer any assistance maybe hint at what we could do as i am determined not to pay this charge and feel that VEHICLE CONTROL SERVICES LIMITED are acting unfairly

Please immediately delete personal identifying information from your post.
E.g. vehicle registration number and the VCS reference number.
The parking companies trawl this forum just waiting for people to trip themselves up and can try and use your posts against you.
Also, have you based your forum username on your real name?
