PCM (slough) FINE AT HAYES AND HARLINGTON

I hope somebody is out there that can please help. The driver is new to this area and not familiar with all the places. The driver was dropping someone off at Hayes and Harlington Station and used the road behind the station. The car was only stopped for less than 30 seconds and there was a guy was standing there taking pictures of the car. The driver was looking at the guy with a camera in his hand and surprised as he was taking pictures of the car. That man was only one ft away and could have informed the driver that that is a private road. Instead he just kept taking pictures. The signs are so small and high that they can not be read unless you are looking for them and standing right next to them to read. In the letter it is said that the car was parked- but the driver never left the vehicle so how can it be parked? Also the driver parked on the yellow grid while the passenger was getting off from the car-(it is in the photo) that may have been the drivers fault? The driver is not sure really. Please is there anyone that can give some information.
