Problem with PayPal returns on us?

Has anyone had problems with PayPal returns on us?
Submitted a claim on 2nd March which was approved by PayPal on 5yh March. They said I’d get it within 5 days. Despite chasing them repeatedly, I’ve still not received refund. All they are telling me is there is a technical fault which will be resolved “soon”. I’ve been passed from pillar to post, been ignored by PayPal. Tried raising a dispute through resolver but PayPal have said they won’t deal with me through resolver as they will not share data with third party providers. Completely at a loss.
It’s only £13 but I hate being fobbed off.
Anyone had any similar problems and can provide ideas on how to get it resolved?

Ebay are a bit slow also, they removed a load of chinese sellers and a lot of my stuff didnt arrive.
Even though i purchased several items from one seller in one go the refunds came in dribs and drabs.
Curious how you would go about claiming sub £50 from a person or a company. Small claims maybe a bit sill for less than that amount.
At what point can you do small claims?
