Noise problem in ground floor flat

Hi,

I live in a ground floor flat with my partner. We are the property owners and have lived here for over 6 years. Prior to now, we have never had any problem with noise.However, last March, we had two tenants move into the upstairs flat (both male in their early 20's) and they have been making a lot of noise. We do know that they have friends around a lot, which results in loud voices transmitting through the ceiling down to us (sometimes until 4am), on both weeknights and weekends.

Another problem is that the landlord has put laminate flooring throughout the flat, which also creates loud footsteps all night. We actually know where they are in the flat at all times. and it's becoming a real problem as we have to get up early for work and they do not go to bed until after midnight most nights.

We have told the tenants above us that we hear all the noise from them, and they have agreed to meet with us to understand further the amount of noise they make - although we're not hopeful this is a long-term solution. We have also agreed to buy them soundproofing for their doors, and fit this (which they slam late at night), and we're also open to buying them rugs to limit the sound travelling down into our bedroom.

I just wondered if anyone else has had this problem and what can be done from a landlord POV to try and stop the noise transmission? We are freeholders for the building, and we own the flat, however, we know that the lease has nothing in about not permitting hardwood floor, and we also know the person who owns the flat above us is very unreasonable and difficult.

We've worked so hard to renovate our flat and make it a home. Moving is not really at option for us. We are considering soundproofing our flat, but we're not sure there are guarantees this would work..

Any advise would be greatly appreciated.
