Neighbour refuses access to land

There seem to be two separate issues (well 3 including the gate).
* your right to install the window. Permitted Develeopment? Planning Consent? Valid objection by neighbour?
* your right to go ontoher land todo the installation.
Access to Neighbouring Property Act 1992
Even just reading the first couple of paragraphs of that indicates that the chances of an access order are anywhere between nil and not a hope in hell0 -
That's a long tunnel!
IMO they're pants at the best of times, but maybe tolerable if there's no other option.

I live in a bungalow. For fairly obvious reasons, I never refer to "the ground floor."0 -
First an obscured window, then someone wants to change the window ... I'm not sure I would be happy either to be honest. Although I definitely wouldn't be happy with holes in my bricks - that's much worse.0

As it was going to be obscure glass maybe consider something like Ikea Floalt light panels and create a fake window0
