Neighbour tarmacked over airbricks - rights?

You should have the ability to expose the air bricks again, as they should never have been covered and having them blocked risks damage to your property. However, how you do this would best be worked-out with the neighbour in calm discussion.Do any of you know what our rights are if the DPC is breached by the tarmac?
While your right to under-floor ventilation underpins the discussion you need to have, and the right to maintain should eventually allow you access, beginning with a statement of your rights would probably not be wise. Most of us manage to negotiate with neighbours without mentioning legal action.
Remember, your neighbour is probably unaware of the problem and the work was done a considerable time ago. You have not mentioned any damp, so even if the DPC may have been compromised, apparently it has not resulted in a problem for you yet.0
