Indigo / ZZPS threats - clarification requested please.

Two letters dropped on the mat yesterday - the first from "Saba" in response to the blue template appeal letter.
They made no mention of the appeal either being out of their imposed time frame nor of any offer / no offer of an ITAL appeal. They did enclose photos of the alleged offence - that the vehicle was not parked within an authorised single marked bay. A further photo - taken very very close up - of the signage was also included.
They gave no explanation as to why Saba not Indigo were replying (most people would not know they had changed hands - I only do due to this forum) so for many this itself would be confusing.
They then also finish by saying that they passed the details to the DCA and any future correspondence should be with the DCA not them as the PCN no longer exisists on their system (although they have the photographs??).
The second letter was from QDR stating they had been instructed by ZZPS acting on behalf of Indigo (not Sabre) to recover the debt demanding full payment of £182 in th enext 14 days. Failure to pay may result in them recommending to the Car Park Operator that the matter be enforced through criminal proceedings.
So two questions please:
1) Should I reply to Saba to bring some more time? (e.g. asking Saba why they are writing not Indigo / sending a photograph showing that to any person driving past the signage is not clear / asking for ITAL code etc)?
2) I understand that QDR are as much of a bunch of bullies as ZZPS and can be treated the same way and completely ignored?
There about three months to go of the six month limitation.

Send a copy of that letter to the SRA pointing out that this is bye law and and only the owner/driver is liable. Ask them if they condone such behaviour, copy to BWL.

The exact wording is:
"Failure to make payment in full or contact us to discuss repayment of this debt may restul in us reccomending to the Car Park Operator that the matter be enforced trhough the criminal court proceedings. Such proceedings wopuld require your attendance before the Magistrates Court".0 -

So if I did this I should just point out that as the keeper of the vehicle I am not liable yet am being bullied and harressed by this company? What does BWL stand for sorry?0 -

ok , so you ring them , ask them how much , suggest £1 a year
you have then complied with there letter/email and they then cannot suggest court action0 -

BW Legal, they have nothing whatsoever to do with your case. The danger of the copy and paste template responses that The Deep has stored on his computer and uses without a lot of checking before firing (he is getting on a bit, so some latitude is advised!).
Replace BWL with QDR.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I thought it was advisable / safe to ignore debt collectors and the likes of QDR if byelaws apply?0 -
