Previous Paint keeps coming up

Can some one help me? I've pulled off the wall paper from my living room wall. In some spots the paint which was under the paper has pulled up too so the wall is patchy with a mix of plaster and white paint.
Sanded the whole wall with a medium sand paper, flattened out any raised spots, brushed the wall and then cleaned with a damp cloth.
Im applying one of these base coats which are meant to help hide some blemishes on the wall, but it seems to be pulling up parts of the old paint.
Other places it seems the base coat is soaking in to the previous paint causing it to swell creating an orange peel effect on the wall.
I cannot afford to have it skimmed as it is a very long room so I was happy to do may rounds of filling, sanding, painting etc
I need help understanding why this old paint is doing this. Should I seal the wall first or something?

It sounds like the new plaster hasn't been sealed. It will keep bubbling etc until it is sealed properly.
You need to scrape as much of the paint as possible. Then buy some cheap white matt emulsion and dilute with about 20 -30% water. Apply this across the whole wall and it will seal the plaster. (In the trade this is called a mist coat).
Then you can apply paint as normal.
However, if the wall has had water ingress, say from a leak, you will need to apply a masonry stabiliser to it.Eat vegetables and fear no creditors, rather than eat duck and hide.0 -
Old Paint is not bonded to wall,and every time it gets wet with new paint your probably getting blisters.No mist coat will solve the problem until you have removed all the old loose paint.Oil based sealer may help but really you need to scrape as much as the old paint off as you can,ensure you remove all the old paste as well0

I have a similar problem, and my uncle who is a retired decorator recommended exterior stabilising solution, over the whole place. It's pricey, but seems to do the trick.0
