Hi,
My mum went shopping in Lidl at Wembley Stadium Retail park. She has exceeded the 1:30 hour limit by 18 minutes. Seems like a lot of people have gotten the same fine, and that it's just a scam. I'm not sure how I should proceed with this. Should I ignore this or appeal and see the outcome? People have said that even if you appeal, they'll just reject it and threaten you with court action. So I'm not sure where I stand on this.
It's just unfair as a parent, you have to worry about parking when going out shopping for your family. One and a half hours is not a lot of time considering you have to find the things you need, as well as waiting in a long queue that can take up to 20 minutes. On top of that, she also had to go into other stores that are next to Lidl, such as JD and Curry's.
The PCN was issued by UK Parking Patrol Office. At the back, it says I can appeal with the IAS, and make a complaint to the IPC if I wish to. These 2 names have been mentioned a lot in other threads in here, and that this whole thing might be dodgy.
I'm not exactly sure how all of this works, are private parking enforcement agencies not allowed to enforce fines etc?

You have an invoice not a fine.
Start by reading the newbies thread on page one of this forum, the whole sorry scam and how to appeal etc is all there.0 -
private parking companies are not even allowed to "ISSUE FINES" , never mind enforce them
what this person has received from UKPPO is not a "fine"
read the paperwork , it is a Parking Charge Notice , or PCN for short , which is an INVOICE for overstaying
this person should complain to the retail park asap , with proof of patronage like receipts and redacted bank statements etc, and get this INVOICE cancelled
these companies can and do take these matters to court, for enforcement of an unpaid INVOICE , hence why the keeper needs to complain about what you said above regarding time on site etc, plus getting this cancelled
yes any appeal will be rejected, and yes they will threaten court , and yes it will most likely go to court

Get your MP on board, they are totally on your side.
On 18th March 2019 a Bill was enacted to curb the excesses of these private parking companies. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, and persistent offenders denied access. Hopefully life will become impossible for the worst of these scammers.
Until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.You never know how far you can go until you go too far.0 -
