Can estate agents refuse to let you purchase a property unless you have a mortgage?

I think you are overestimating the role of an estate agent. They act as introducer, the vendor will always be making the final decision who they are willing to sell their property to.
If a vendor tries to limit their market then more fool them. If they stipulate a rule that the agent shall check their propects are proceedable (eg via an appointment with their own mortgage brokers) then that is perfectly reasonable.
I’m not keen on agents brokers but would be willlng to give them 10 minutes of my time to demonstrate source of funding. Perhaps this is where the OP is misunderstanding that an agent may be insisting on mortgage incumbered buyers only. All money is the same colour, I don’t care where my buyers find theirs.Signature on holiday for two weeks0
