Leasehold Section 20 consultation

I am currently going through a section 20 consultation process for Internal Decoration Works. The Management Agent issued a Notice of Statement of Estimates which included leaseholder responses from the initial Notification of Intention and the Management Company replies.
I subsequently wrote to the agent as they had not answered one of the questions which I had submitted following the Notification of Intention and included some additional questions. In responding the agent only sent a reply to myself. Should the agent have sent a reply to all leaseholders so that they can see responses and replies to the additional and previously unanswered question? And if so, is this a breach of the Section 20 process?
