Britannia Parking Charge Notice, Waitrose

                    Hi, I have received a Parking Charge Notice from Britannia Parking as the keeper of the vehicle.
They are stating that my car was Parked longer than the maximum time permitted.
They are saying the car entered the Waitrose Car Park at 15:27 on 26/03/19 and exited at 12:16 on 27/03/19.
What actually happened is on the 26th the car entered the Waitrose Car Park and the driver visited the Lloyds Pharmacy in the Waitrose store, to hand over a prescription, and left the car park within approx 5 minutes.
They then returned on the 27th to collect the medication (along with some other medication that is collected every Wednesday from the Lloyds pharmacy).
Again the car wouldn't have been in the car park more than about 20 minutes.
So my question is, am I better off ignoring the letter or appealing it online ?
And if I am appealing what should I say (as I can not see which template I would need for this).

            First, edit your post to remove information about who did what. Only ever refer to The Driver and The Keeper, who are two different people.

Do this before you do anything else.
Next, read the sticky thread for NEWBIES then send the blue appeal template you will find in post 1 of that thread.
Complain to the landowner/shop/store manger CEO who employed the scammers.
Complain to the BPA and DVLA that the scammers had no business accessing the keeper's personal data as this was a notorious double dip case where the scammers scameras are known to be unfit for purpose and failed to record the vehicle leaving and returning. This is why the UK Government has banned the use of ANPR cameras in council and local authority car parks, but private scam parking scumpanies use them because the known faults generate money for them.

            What clowns. Waitrose should have records of your times of prescription drop and pickup. Or you may have the accompanying paperwork. Shouldn't be a difficult one to contest and get cancelled I assume.0

            I would remove the bit about whose medication was being collected as it is irrelevant, and the scammers may try to use this information to assume the identity of the driver.

I have read the blue letter (I did read it before I started this thread), but it doesn't seem to fit this purpose to me, (but I am by no means up on the technicality of all this legal stuff) because of these to 2 sections,- If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.
- If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner. If you fail to evidence the actual grace period that applies at this site or suggest that only one period applies, this will be disregarded as an attempt to mislead. In the absence of evidence, it will be reasonably taken to be a minimum of twenty minutes (ten on arrival and ten after parking time) in accordance with the official BPA article by Kelvin Reynolds about 'observation periods' on arrival being additional and separate to a 'grace period' at the end.

It's a Lloyds Pharmacy that is inside the Waitrose store, but it's not actually anything to do with Waitrose themselves as far as I am aware (a shop within the store).
You are correct they should have records of the when the medication was collected, but I am not sure if they would have records of when the prescription was handed in (I can ask them anyway, that is not an issue).0 -

1 thing stand out from signage
1: no return within 2 hrs
2 (from the postings) this id not ANPR , its a bloke with a camera
3: site will be locked 30 mins after closing
in your case its a "double dip" , where camera has failed to see you leave and enter next day but married up your first enterance will leaving day later
this needs nipping in the bud by speaking to store manager0 - 
            Ok I have just spoken to the Deputy Manager of the Waitrose store.
He has assured me he will get this sorted for me and will get the Notice Cancelled as he has a direct contact with Britannia for situations such as this as he said that the ANPR should not be doing that.
Either way he said I won't have to pay anything (so if Waitrose pay it themselves, that will do as far as I am concerned).0 - 
            Glad to hear it's likely to be cancelled, but to be SURE, make the BPA investigate, and DO NOT tell them Waitys have promised to cancel the scam.
Email a complaint to the BPA and DVLA about Britannia failing to make sufficient manual checks to avoid two visits being assumed to be one long stay, due the VERY well known fault of ANPR defaulting to first in, last out, when people visit more than once in 24 hours:

So said the BPA about FIVE YEARS ago, so ask Steve Clark at that Trade Body, why this is still happening, attach a copy of the PCN and tell him this was two visits, so WHY are people being scammed?As with all new technology, there are issues associated with its use:
a) Repeat users of a car park inside a 24 hour period sometimes find that their first entry is paired with their last exit, resulting in an ‘overstay’. Operators are becoming aware of this and should now be checking all ANPR transactions to ensure that this does not occur.

Complaints every time are necessary as this has been allowed to go on too long, and some naive or elderly victims, with no access to the internet or people with more money than sense (any age) would actually pay this con.
Steve Clark is known to listen and be fair, despite laying down with dogs (PPCs).
WHY has this 'flaw' been allowed to scam people for so many years? ANPR is not fit for purpose in car parks.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
