PCN Challenge

Hi all,
I have challenged a PCN I received two weeks ago, the council say the PCN was put on hold as it normally is, but their time to respond has nearly expired (10 days).
Where do I stand if they do not respond? Does the PCN lose its reduction if they do not respond in time? Can the PCN be declared null and void?

Councils have LOADS more time than 10 days to reply.
I appealed a Wandsworth Council PCN for my friend in January and haven't heard anything yet (I think I bamboozled them...I am expecting a sheepish cancellation!).Does the PCN lose its reduction if they do not respond in time?
A Council has six MONTHS to send out a NTO (next stage - second appeal from the owner) and whilst they should reply promptly to an appeal, it's not ten days!Can the PCN be declared null and void?
Why not post a pic of both sides of the PCN on pepipoo for more expert replies:

They will tell you if they can see any further arguments for NTO stage, assuming you are the owner/keeper at the DVLA. By that stage the discount will be gone but most people win, and pepipoo posters will tell you if they would just pay it when rejected and the discount carrot is re-offered.PRIVATE 'PCN'? No, if you appealed within 13 days of a windscreen PCN, it tells you on the back that the discount is re-offered if and when they reject.

Only if they fail to send a NTO within 6 months, and even then appeal is the way forward.

The wording in their automated email after challenging it is:
If you have recently received a Penalty Charge Notice, Enforcement Notice or Notice to Owner in the post, the ticket has been placed on hold. This means that the PCN should not progress to the next stage of enforcement until we have responded to your challenge.
The phrasing "the PCN should not progress to the next stage" worries me a little. "Should not"?!0
