Windows 10 Start Menu not working

I have two new Dell Optiplex 3050's running Windows 10 Pro, now running Windows 10 Creator's Update. I am not sure if the issue was before or after the update, but the start menu will stop working periodically on BOTH machines. A reboot or logoff will remedy the issue temporarily.
While both of these are new systems, they are AV projection systems that required a lot of set up and I really would not want to wipe. It also doesn't make sense to need to wipe these as both systems experienced the issue.
The source of the installation media was Dell's website. I then installed the creator's update after that.
Deleting a user and creating with the same name, never seems to be clean as windows CLSID's, etc cause user00 or similar references.
It does appear many people have this issue, though I am unsure why there is no clear resolve or update from MS.
Ideas and assistance are greatly appreciated.

Creator's Update is now several versions old....download media creation tool and get properly up-to-date.. or hang on a month as 1903 is due out in April.........Gettin' There, Wherever There is......

Try the Start menu troubleshooter. After you've completed the troubleshooter, restart your device.
