American express New customeer only after 24 months now

Not sure if this already been picked up by other people and if so my apologies for repeating.
I have spoken to Amex customer services over the phone to close my Nectar card as I have received my new customer 20k Nectar point bonus and did not need the card any more.
During the conversation I have mentioned to the guy that I will most likely open a new one in 6 months to qualify for a new customer incentive again.
I was then advised that the 6 months waiting period has now changed to 24 months.
I have today checked on their website and have noticed this indeed is the case.
More over, before 6 months rule was only applicable for a same category cards, so you had to wait 6 months if you had any kind of reward card in 6 months but not the cashback card, which would have it's own 6 months wait.
Now you could not get new client incentive if you had ANY Amex card in the last 4 months.

Almost, the anomalies are the BA Premium Plus card (not the free card) and the Platinum Charge Card.
The small business cards are also still on a 6 month cycle.0 -
I got a Gold Rewards card in Early Feb and wanted a Platinum Cashback card (applied 2 weeks ago); I read conflicting info about if I would qualify for the 5% Cashback because I had a £0 1st year and 20,000 bonus points within 24 months but according to my Amex app I am eligible for the 5% and have hit the 20,000 bonus points 6 weeks ago0

Hi,
DAK if a secondary card holder on a previous account (less than 24 months ago) would be eligible for the bonus if they were the main account holder on a new account.
