Landlord Problem

So I have been renting a house since 23rd March 2019 but I have yet to move into it until the 23rd April due to finishing university and reclocating to start a graduate job. I couldn't risk not having a rental to move into so I was happy to pay for the additional month to claim it. The tenancy is 12 months and also started from this date (23rd March). Here is my issue. I have yet to see the property in person but I sent my Mum to view it for me. She has an extensive portfolio of rental properties herself so she knows what to look for and what to ask. The landlord has said that he wants me to move in and then prepare a snaglist of all the repairs that need doing so they can then get the ball rolling to have them fixed. In my 10 years of renting I have never moved into a property that has not been repaired beforehand? Bizarre. Anyway, I know that one of the fence panels in the back garden has come off and has fallen into next doors garden. There is also a D.I.Y dog kennel in the back garden that the previous tenants left behind. However this has rusty nails sticking out and I would like it removed as it isn't part of the property in its original condition. I have two young children and two dogs, both of which the landlord are aware of and have paid extra bond for. To me these issues are a massive hazard and I will not have full use of the garden until they are rectified. I have emailed the landlord about these problems being fixed before I move in on the 23rd and I am receiving no response at all. There are other issues in the house that I can put up with until someone comes to mend them but these two repairs are crucial for me to be done. Am I being unreasonable in asking for these to be fixed before I move in, bearing in mind I have been renting the property since the 23rd March and the landlord is aware of all the issues with the house? What do I do if they have not been fixed? Can anyone help or advise me please? Emails and texts have been sent to the landlord with no response back.

Surely you can just go and do the snagging list for him?0

I have no issue at all doing this as I have no option but to do so. My point is that surely the bigger problems in the rental should be fixed as common courtesy before the new tenant moves in? Your mother has viewed the property. Do you trust her?
If yes, ask her to make a list of repairs/works that need doing and give it to you.
Then send it in your name to the landlord along wih a request for timescales by which he will complete.0 -

Yes it would and upon viewing I would have looked elsewhere.0 -
Is this a case of the landlord not wanting the house to be vacant so has got a new tenant in before it's sorted? We are moving out in a few weeks and the property we are in needs new everything (old carpets etc we've been here fir years) but the landlord is already advertising.0

Some landlords just cannot be bothered. I took a rental property in September. I wanted to move in 3 weeks after his last tenant moved out. He refused and was adamant he wanted someone in no later than a week after she moved out. I found this weird as I thought he would want to inspect and have time to do any repairs or freshening up.
Needless to say, when I moved in the place was in a state with holes and rips in the carpets, not to mention candle wax everywhere and the place was filthy!!!
I suspect what your landlord means is, he has very little intention of doing much. And hoping you will move in and not want the bother.0
