Parking restrictions on lease

Hi Guys I bought a leasehold flat a few years ago, Victorian conversion. As it was developed from a large home into 3 flats, the council saw fit to impose parking permit restrictions on the new flats. The restriction is my flat and another in the building(there's 3 in total) are not allowed to have a parking permit. There's a clause in the lease relating to this. It was part of the planning permission when he developed the flats.
The freeholder owns the other two flats and rents them out. (Which is why I thought I could maybe buy it from him).
The street itself is like a regular residential london street with meter parking on both sides, no council flats or parking bays anywhere nearby.
