PCN never received but NTO with increased fine was?

I'm sure this has been covered already but I can't find it so bear with me.
My son has his van registered at my address. Today we received a pink Hackney NTO regarding parking in a residents bay without a permit in February, with an increased fine saying the original PCN had not been paid. The PCN was not left on the windscreen (but I know it doesn't have to be) and so far none has been received by post at our address, the registered address. That's why it wasn't paid.
There's no point appealing the fine since he was probably parked illegally but how can he appeal to pay the reduced fine on the grounds that he has never seen the original PCN?
The council can probably prove it was sent but he can't prove it was never received.

Is this a council PCN? The best place to go for those is pepipoo, this forum deals mainly with private PCNs.
