Foxy Bingo Warning

I decided to sign up to the £10 to get £30 of free bingo. I was hopeful that £40 of bets might lead to something. I didn't win anything of course (how naïve was I) but found out that once signed up you cannot actually close the account - that just makes me plain nervous! Record of the conversation below.
• Ranier - On the upper right hand of the page you'll see the human icon beside your name. Click that then > my account > settings > responsible gaming 17:22
• Ranier - Let me know what happen. 17:22
• You - It's My Account/Settings/Gambling Controls and the option doesn't allow to me to permanently close! Just a temporary reprieve! I'd like to close it permanently. Not because I have a habit - it's because it's a rip-off!
17:24
• Ranier - We do not offer permanent closures 17:25
• Ranier - Before we proceed, For verification purposes, can you help me with your complete name and date of birth please? 17:25
• You - It's okay - I've done it by a playing around with options. But I'm intrigued that you don't think I can close it permanently. Is that actually legal?

• Ranier - If you believe that this is not sufficient and you feel like you aren't in control of your gaming consider requesting a time-out or self-exclusion. You can either set these on our 'Responsible Gaming' page or we can send a set it for you. Once they are active, there is no way to reopen your account before either the specified time-out or the minimum self-exclusion period have elapsed. 17:28
• You - Just going to send a copy of this conversation off to someone who can look at this. As if I did have a problem I'm imagining that would be an issue.
• Ranier - We can request a self exclusion on your account, It will not be possible for you to reopen the account yourself. Your account will be blocked for maximum of 5 years. 17:30
• Ranier - Before we proceed to that request can you help me with your complete name and date of birth please?

I'm confused where the'rip-off'' is.
Surely not just because you bet £40;and didn't win.0
