UKPC Banned from DVLA

I just filled in my UKPC appeal form online and decided to do a quick final google before I hit Submit.
I'm finding some confusing info about UKPC being banned from DVLA so do not make the mistake of giving them your address.
I looked on Newbies thread and can't see this mentioned anywhere.
How do I check if they are currently banned or not? I'm not sure now whether to submit the online appeal or ignore them.

they were quite some time ago, but I do not believe its true now , so I suspect you found the historical reference for over a year ago

I would have thought naming the owner and giving address , may then save them £2.50 by not contacting the DVLA and forgetting to post yo a NTK0

But getting the keeper's name and address from the RK won't be enough to transfer the driver's liability to the keeper.
POFA states that in order to transfer that liability, the PPC must get the keeper's details from the DVLA. Getting the keeper's details from the keeper simply isn't good enough.0 -
