An academic question really - in a care home are two 7.50 licences required for a double room shared by strangers? Let's say that a second TV socket and set has been installed.

From the TV Licence web siteAn accommodation for residential care (ARC) concessionary TV Licence costs £7.50 per room, flat or bungalow.
So only 1 needed by the strict interpretation of the web site.
