I have secondary glazing in addition to sealed double glazed units, as I live on a street corner. Works a treat.

Not sure there is a single best solution: different properties have different windows and frames (size/ shape/ materials) so we cannot all use the same system.

My city centre street is wall-to-wall bus stops. The living area of my flat has a huge double glazed, metal framed window (6 x ~90cm2 panes) that is fifteen years old.

I fitted secondary glazing - polycarbonate sheet/ magnetic tape - this last winter. The main aim was to reduce condensation and downdraft, but the reduction in traffic noise is marked.

There are also window treatments (blinds/ curtains) that claim to reduce noise.

    HTH!

I bought a house about 40 years ago which was directly under the Heathrow flightpath which had secondary glazing fitted.

I found it completely useless for noise reduction.

But after about 3 months we all got used to the noise.

Mind you having said all that I don't find double glazing reduces noise much either.
It's your money. Except if it's the governments.
