Notice of Intended Court Action - Blue Badge Holder

Hi,
I've been following advice from a family member who advised to ignore and bin all letters relating to a parking charge.
I've now received the letter below and am looking for advice on what to do now. The driver has not been identified.
I was with my younger disabled brother when I parked but can't remember if I had displayed the blue badge. My car is registered to enable blue badge to be displayed.
Is anyone able to advise please? I've missed the deadline of 28/03/2019 as per the letter.
Thank you

complain to PALS and get it cancelled, is the simple answer
especially due to these NHS principles

IGNORE the drpl letter , as post #4 of the NEWBIES FAQ sticky thread tells you, debt collectors are powerless and just send letters, nothing more
PE have 6 years to try a court case though , hence why you want PALS to cancel this pcn asap
your family member should be taken to the stocks and locked in them for a week, a right numpty who clearly hasnt taken any notice of the BARRY BEAVIS case0 -
since when have DRP been able to start court action
please go and read the stickie thread

If PE have passed this over to DRP, it’s not likely to go any further than threatograms from DRP.
Trust us, it doesn’t need DRP to recommend to PE that they take court action, they are more than capable of making that decision for themselves - they have been issuing court claims at the rate of 30,000 (yep, thirty thousand) a year.
It seems likely that the Newcastle Hospital has denied PE the ability to sue their patients/visitors through the small claims court.
Still press on PALS to kill this off. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

This letter is fully covered in the NEWBIES thread 4th post, and is simply to be ignored.
Tell us when PALS cancel it, which should have been the way forward ages ago.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
