I have just looked at our policy (with More Than) re third party liability and it says we are covered “if someone who is not a member of your family is looking after your dog… as long as you did not agree to pay them to look after your dog.” That suggests they would not pay out if the dog is with a paid carer, though nothing about paid carers is mentioned one way or the other. I can call More Than and ask, but is the general situation that if your dog injures a third party while with a paid carer, the claim is against the paid carer’s insurance?
It makes it absolutely clear that they do not cover any loss as a result of your dog causing damage/harm when it's with somebody paid to take care/control of the dog. You are NOT covered. And his having any insurance makes it obvious he's paid to look after dogs, so you wouldn't be able to get around it by saying he was doing it for free.
Do you fancy being sued by a farmer because this person lets your dog escape and savages 35 pregnant ewes at a cost of thousands of pounds? After your dog has been quite legally shot for doing so? Your insurance won't cover you. And neither will his, as he isn't licensed by the local authority in compliance with the Law. Do you like the idea of paying for veterinary fees because he's got an Akita with a huge problem with other dogs in the kitchen at the same time? His insurance won't cover it.

if he has boarding insurance it will not be valid if he's breaking the law by not having a valid license to board dogs. Why would you want to trust your dog to someone who is unwilling to demonstrate to the powers that be that he's a suitable place and person to board dogs?0

I would ask my vet's surgery for recommended boarders, or a local dog groomer. My friend's groomer also boards dogs, so you might find one locally that does both.0
