Met Parking Service - Harlesden Plaza Service Area

a friend of mine recently got a parking fine at the Harlesden plaza service area, by Met parking services, as it was a loading only parking space
she made the appeal on line ( I helped her with it), saying that she basically works there (which is true) and she was delivering something to the shop, without actually confirming who the driver
was at the time
she got an email from them stating the below now
Thank you for your correspondence. Unfortunately due to legislation and regulation we may only consider appeals from
the driver, the registered keeper (where we have obtained their details from the DVLA) or third parties where we
have received written authorisation from the person liable for the charge notice.
In order for us to consider your appeal please ask the driver to send us a letter authorising us to consider your appeal
on their behalf. The letter should identify them as the driver and include their full name and full address. It should also
include the vehicle registration mark and the charge notice number. This may be uploaded to
https://www.appealmetparking.com or posted to the above address.
Please note if we do not receive this information or an appeal from the driver within 28 days of the charge
notice being issued we will request registered keeper details from the DVLA and send a notice to the registered
keeper.
is it strange that they're seeking an identification of the driver now? would confirming the driver hurt the chance of any appeal in the future ?

Ooh, so MET have taken over the Harlesden Plaza instead of LPS?
Was it a windscreen PCN? What date?
Is she the registered keeper? If so, she should say so ''I am the registered keeper and an occupant of the van, and was unloading, but the driver will NOT be identified''.
She needs someone at the employee firm to corroborate the loading, ready for POPLA stage, WITHOUT saying she was the person who parked. Only that she was an occupant of the van and was unloading xx goods at xx time on xx day/date.would confirming the driver hurt the chance of any appeal in the future ?
Show us both sides of any NOTICE TO KEEPER that arrives, if one does.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Who is the registered keeper of the van, and has she warned them about the PCN to make sure neither they, nor their lease firm (if any) just pay it when a NTK arrives?
When she appealed, did she give her full name and postal address?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Complain to your MP.
On 18th March 2019 a Bill was enacted to curb the excesses of these private parking companies. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, and persistent offenders denied access. Hopefully life will become impossible for the worst of these scammers.
Until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.You never know how far you can go until you go too far.0 -

It could kill her chances at POPLA, yes...DO NOT DO IT.
