How can I prevent IE from embedding MS Office documents?

I am helping with a new "export to MS Word" feature on a website, but when the Word document is created and then opened, Internet Explorer embeds the document within the IE window, rather than opening a Word separately.

I know an individual user can go to Folder options / File Types / .DOC files and untick the "Browse in same window" option, but is there any way to force IE to always do this on any computer, regardless of this setting?
