The PPS appeal form is very restrictive and goes against consumer rights because they say

remember to include the following: TIME AND DATE OF ISSUE PCN; REGISTRATION OF VEHICLE; TICKET NUMBER; MAKE AND MODEL; OPERATOR NUMBER; YOUR NAME AND ADDRESS; NAME AND ADDRESS OF DRIVER/KEEPER ( IF DIFERENT FROM ABOVE); CAR PARK LOCATION; ON WHAT BASIS ARE YOU APPEALING?

"YOUR NAME AND ADDRESS; NAME AND ADDRESS OF DRIVER/KEEPER ( IF DIFERENT FROM ABOVE);"

Put in plain English, "We already know who the keeper is as per the DVLA but we are trying to trap you to name a driver and if you don't tell us, we will assume the driver was the keeper anyway."

I wonder which dodgy legal implanted this rubbish in their heads
