Enforcement process commenced - please help

Hello,
I have just come home today to a letter from a solicitor entitled enforcement process commenced on behalf of a city council for a Penalty Charge Notice. There was a warrant issued in September 2018 but I have no idea when the PCN was issued. I have no idea also where the PCN was committed.
This is the first correspondence I received. I moved house in March 2018 and stupidly only updated my car details to change my address in December 2018.
My original charge was £98, which as I have now not paid the solicitors are requesting £400.
I am unable to contact them anyone until tomorrow so I thought I would find out is there any scope for getting this reduced back to £98? Also is there any chance this case might have already gone to court?

They are the Council PCN experts, and there are less of us on here. We major in private parking fine scams and court defences, appeals, etc. and less so with Council issues.
No Hotmail emails allowed on pepipoo! Read plenty of threads first to get the hang of what to post, then register and post there asap, with images.
There is an 'out of time' process to follow to reset a case back to appeal stage. They will tell you which forms to get from the TEC.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
