UKPC Ticket - Disabled Badge

Hi,
I am posting on behalf of a friend who received a ticket from UKPC in a retail park for being "Parked in a disabled person's space without clearly displaying a valid disabled person's badge".
The vehicle may not have had a disabled badge displayed at the time (I do not know as I am not the driver).
Appealed directly to a store manager, as we want no dealings with UKPC directly.
Store Manager emailed UKPC asking for ticket to be cancelled, attaching a store receipt for around time of ticket issuance, and a letter from TFL confirming that the parked vehicle is a registered mobility vehicle.
Unfortunately, store manager failed to black out the name on the TFL letter (but blacked out the address as requested).
UKPC replied with the following:
"Unfortunately I am unable to cancel this charge as it was issued correctly. Please advise the driver to appeal the charge directly, and provide a copy of their blue badge within the appeal."
RE: Next course of action:
* Appeal VIA UKPC website using generic letter for BPA approved operators as per Newbies/FAQ
or
* Appeal as above, including blue badge, in light of TFL letter with name now already on record.

A Motability vehicle is provided for the use of the named disabled person when driving or being transported by another driver. She was 'a occupant of the car'. There is nothing to say she was driving and if this was a windscreen PCN it's likely UKPC will forget the NTK when they get the deliberately-timed appeal.
I expect UKPC will ''offer'' to settle for £15...she needs to give that thought, and if not, proceed to POPLA and she will win if the driver remains not admitted, and if UKPC forget the NTK, as we think they will.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
