Help please! I'm not quite sure what to do next. I've read all the threads on these 'penalty notices' but really not sure how to proceed. Received a notice in Feb from Indigo at Luton Airport Parkway. I wasn't driving but was in the car. Thought the parking payment of £2.50 had all gone through but machine must have been playing up as no payment went through the bank account (not mine - someone else with me paid - or tried to). Found out when I got the Notice two weeks later. Should have read up on it here in hindsight but thought an appeal would be successful (realise now that was stupid). Appeal was rejected and I decided to pay the £60 to avoid stress (reduced rate expires tomorrow). Website only gives the option of paying the full £100 plus a handling charge despite the rejection letter saying you can pay the reduced rate in a number of ways (including through website). Found out you can only pay the reduced amount by phone and they add a handling charge anyway (no mention is made of this on my rejection letter).
I am now so fed up by all of this. Tried to pay original fee and machine was playing up. Tried to pay the reduced rate over the net and can't. So my question is can I actually ignore this penalty notice as others seem to do. At the end of the day the charge wasn't paid. I appealed so have entered into a sort of dialogue with ZZPS and although I wasn't actually driving I did say 'I parked the car' when I was explaining what happened. Obviously they've come to me as the registered keeper. Have I stupidly shot myself in the foot??!! Any advice gratefully received.

Does yours say "Penalty Notice" or Parking Notice? There is a difference and it's important.0

The original letter from PCN Admin Centre (ie ZZPS) says 'Penalty Notice by Post Notice to Owner' and it gives a Penalty Notice Number.0

If it says penalty notice then relax. If you feel you must write then write to Indigo not ZZPS asking dumb questions until this times out.
This times out 6 months after the henious crime was committed.0 -

Just one last question. When you say 'if you feel you must write' , is one course of action better than the other. Does it make any difference (or is it better) to sit back and do nothing? Thanks.0 -
Some people can't seem to resist the urge to "do something". Why I don't know so it's up to you.
I see no advantage or disadvantage to either choice. Personally I wouldn't waste a stamp.0
