IVA and PPI Refund - have we been ripped off?

My partner had to take out an IVA to pay off his debt after I had to leave my job due to illness. The company he took the IVA out with, suggested that he check for any PPI claims and referred him to one of their trusted companies. My partners total debt came to £6,200, and he successfully claimed £7,222.58 in PPI, but now the IVA people are charging £2,500 fees, the PPI company are charging in excess of £3,500 fees for this successful claim, and are now saying to my partner that after all fees are deducted then he still owes £6,000. Have we been well and truely stupid here? Do we have a leg to stand on? We really thought things were on the right track but feel utter despair now. Please, any advice would be greatly appreciated.
