He then started photographing the package (explaining this was required as evidence of condition). It did not bother me but he never asked permission, just made an assumption it was OK.

That's completely different. Until formally handed over the parcel is in his care. When he has completed his checks he signs it over to you.

I've never had a driver need to photograph a parcel before, but I can imagine that it might be becoming commoner, perhaps some people do make false claims about things allegedly damaged in the post.
A bit discourteous if he didn't askor explain first, but not unreasonable. Obviously if he started photographing the house that would be different.

I did once send a piano to dealers to sell it on commission. When they called to collect it they meticulously photographed it and made notes of its condition. It seemed perfectly reasonable, it safeguarded both parties against later misunderstandings.

I suppose if they had wanted to photograph the hallway afterwards just in case I was going to claim for false damage I'd have expected them to ask.

Taking photographs is a matter of what's appropriate for the circumstances. If you've just run into the back of someone do you ask their permission before photographing their car to show it was only a scratch not a write-off?

It is not completely different. The photograph was taken inside my house. Had he put the package on the pavement outside my house and taken a picture before I signed for it I would not have mentioned it. In any case I did not mind, I just noted that he never asked to take the picture.

The parcel was delivered, paid for and signed for before he took the picture.

I've seen photos a cleaner has taken of properties she has cleaned, before and after, and then posted on Facebook. Initially I thought 'what a good job' she'd done, it was only later I wondered if she'd actually asked permission. I'm darned sure if I had grot needing as much cleaning as she'd done, I wouldn't want it being photographed and shared in a public forum.
