Yes I would call the garage where you get any servicing carried out and ask them if they can come and collect it.0

If they are only removing the slabs and not the kerb stones its likely they can work around it although there's a risk of minor damage which is possibly why they're asking for it to be moved. Give them a date when it can be moved, they may be able to alter where they work to accommodate.0

Quite a few people will have DOC on their insurance and a quick phone call to the owner will confirm they have permission to drive it. I don't see how either of these things are issues.0 -

Does your car-policy DOC include driving a >3.5t van? Mine doesn't. Mine says "car".
I've asked before and it did cover privately owned vans on my policy. They actually define "car" in the policy as something like "a privately owned vehicle"
But we don't know if the Van is over 3.5T from the OP's description. There are lot's of long wheel base vans which have a 3500Kg gross weight or below.0 -

If it was >3.5t, then it wouldn't be legally parked there in the first place, because it'd need to be parked within the remit of an O licence.0 -

What exactly is this van? It's hard to tell from the description if it needs a specialist license or insurance to drive. In any case, you're better finding a way to move it; does he have a co-worker that can drive the same vehicle? Is there a garage that can take it in? Any neighbour or contractor that can move it?
How far does it need moved?0 -

I live in the same kind of set up as the OP.
Years ago when I hadn't passed my test but had a car the water board knocked as my car was parked over the area they needed to get to. I couldn't moved it so handed the keys over and asked them to do it for me, they obliged and even offered to move it back once finished.0
