I am with First Utility and they have just rebranded their name to Shell Energy. My contract for both Gas and Electric runs out in July 2019 will I be able to change supplier without being charged exit fees.

No as it isn't a different company.
All that has changed is the name of the company. Everything else says the same. Including your contract with them.0 -
If you want to change without paying exit fees then you will be able to do so by starting a switch from 49 days before your expiry date.
(Never a good idea to put your real name up on a public forum like this (edit your post to remove it)
