Textured/Patterned Wallpaper in built-in wardrobe

I've tried using a wallpaper steamer but the wallpaper was done straight onto the plasterboard, so after a lot of effort and scraping you end up with a rough/uneven damaged plasterboard wall, that would need skimming.

Are there any other options? Wallpaper over with something? Or some kind of thick levelling paint maybe?

Or do I just leave it be, as it is only in the wardrobes... Looking to sell the flat (it's a 1970s building and don't want to put people off!)
