One of our insured van drivers parked in NPC cark park - paid sum of £8 on leaving I believe rather than on entry but still says being charged for longer than paid for - which is 12 minutes according to photo footage. That amounts to £1.60. As the letter said 'You are invited to:- 'Pay the unpaid parking charge ' I thought Ok I will try to do this small sum online to save hassle for whoever driver that time, to no avail. The offence was mid January but the notice to keeper did not arrive until over 5 weeks later - but dated exactly 4 weeks later. That could be postal delay but had 3 drivers to choose from and to NCP online I did ask for close up of the photo to help with who it may have been plus if the signage was written in any other languages which might have explained some of payment confusion. I could then deduct the £1.60 from them after I paid but of course NPC were asking for £60 not £1.60. I am not sure I am obliged to tell them the name of the driver even if I knew it but was willing to help but heard no more from my email to them except the Final reminder and the Trace debt recovery letter, completely ignoring my correspondence but I did print out my online query. Will this suffice should it go to county court as not sure to ignore or respond to Trace with same as mentioned here.

its NCP , not NPC (I would have thought - accuracy is paramount here)
and 12 minutes is within the BPA CoP grace period, so no money was owed
as fleet manager you should have followed the advice by Edna Basher in post #1 of the NEWBIES FAQ sticky thread on here , third thread down from the top of this forum
the BVRLA guidelines would have helped you as well
as RK you are not obliged to divulge the drivers details
as for court , nobody can forecast the outcome , its a lottery
I would wait for an LBC or a court claim , send an SAR to the NCP DPO in the meantime to get all their data on you or your company
the EDNA BASHER advice is invaluable to you, but you can ignore the debt collectors as they are powerless

Complain to Steve Clark at the BPA that the firm have not given you a POPLA code:

Attach your proof of email and the latest debt letter, and tell him you didn't get a response or a POPLA code and your email should have been taken to be a dispute/appeal, regardless if what was said.
Then come back here to try to create a decent POPLA appeal for the company. Read Edna Basher's posts, who does this all the time for his company.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

As C-M points out, you need to complain to the BPA now to nip this in the bud.
Based on our recent experiences, NCP are serially incompetent in their mismanagement of "appeals" - mainly it seems by passing cases over to debt recovery companies far too soon.
Our most recent complaint to the BPA concerned a final demand received from Trace requiring payment of an inflated sum of £160 for an NCP parking charge - even though this demand was issued only 29 days after NCP had issued its rejection letter and even though we had submitted our POPLA "appeal" seven days earlier.
We won our POPLA "appeal" - or rather NCP ducked out and didn't contest it. Despite this, the parallel debt recovery process has rumbled on to the point where last week BW Legal issued us with a Letter of Claim. Needless to say we have been back on to the BPA with a very strong complaint.0 -
You should start charging the PPCs for your company's time, Edna B. This is ludicrous, that a company has to deal with so many scam letters from BPA/IPC members that you are practically making it part of your work, by the sound of it.
