    A van is not always a van then?
    Just wondered if these taxi conversions are subject to van or car limits.

    It can depend on the manufacturer, there are some that are the same basic vehicle, but manufactured either as a goods vehicle or a passenger vehicle.
    The passenger vehicle version would not be subject to the goods vehicle speed limit, the goods vehicle version (unless it met the definition of a dual purpose vehicle or a car derived van) would be subject to the goods vehicle speed limit.
