POPLA communicating with the parking company

Hi all, there's much more than this but...When I lodged an appeal with the parking company, I just said the parking charge notice was 'inaccurate and misleading'. They refused my appeal indicating I had breached the contract I supposedly made on entering the car park BUT they put in a data pack for another car park altogether some 20+ miles away. I appealed to POPLA saying I had never been to the car park stated by the parking company regardless of how many signs were there.
POPLA refused my appeal and when I complained to them about perceived partiality they told me, 'The parking company had communicated to them (POPLA) that the wrong data pack had been entered previously and they had corrected this in the POPLA appeal.'
On closer examination I saw the paperwork and copy documents submitted to POPLA had one very different page from the one I received although both were dated 28th Sept 2018. POPLA, very strangely to me, stated that they (POPLA) apologised if this had caused some confusion but if I was unhappy about this, I should contact the parking company. If the parking company communicated with POPLA, shouldn't one of them have told me of potential 'confusion' BEFORE my appeal was rejected?
I'm expecting a court summons soon; will this make for a good defence?

no "summons" will arrive because this is NOT a criminal matter
the PPC will issue an MCOL, which is an N1 form , via the CCBC in Northampton, called an MCOL for short
any court case will be heard by a judge and hinge on all the facts presented to the court, not the popla pack or failures0 -
What happened re POPLA can be mentioned but doesn't form the basis of your defence.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Complain to your MP. On 18th March 2019 a Bill was enacted to curb the excesses of these private parking companies. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, and persistent offenders denied access. Hopefully life will become impossible for the worst of these scammers.
Until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.You never know how far you can go until you go too far.0
