External painting/upvc mock tudor style house

Hi there,
My exterior is starting to look a bit tired and im planning for having it tidied up, first time I am needing this sort of work done.
It’s a mock tudor style - mock tudor brown wood beams and fascia's/soffits/bargeboard all will need doing.
The gable end rendering needs filling in places and repainting, however im not sure how this would be done safely due to the garage roof meaning ladders cant sit on the ground…
At the back of the house there is a conservatory meaning its going to need some sort of scaffolding erected do the work.
Im also considering UPVC but I think I would prefer having them repainted especially if its cheaper.
I have a few questions please:
1. Cost wise, would repainting be cheaper, and would I get 10-15 years from a paint job?
2. Can the mock tudor beams be replaced/capped in upvc?
3. If going with upvc, would the thinner style fascias that nail ontop of the old wood be ok or is it better to remove all the wood and replace with thick plastic. Not sure if it’s a lot more expensive to go for the remove and fit thick plastic.
4. For repainting the wood, how many coats undercoat and top coat are required, and should all the wood be cleaned down first? What should I be looking for in a quote.
5. For repainting, do the gutters and downpipes need to come off, and would it be ok to refit them or are new better (there are a few minor drips I have noticed but could new seals/silicone fix these)
6. What sort of price should I be paying for a job like this please, I have no idea and don’t want to get ripped off with talk of scaffolding/access issues etc.
