NCP Parking Ticket Appeal Help

Hi i’ve received a PCN to Keeper. The time only went over by 4 minutes with entry at 17:48 and exit at 18:52. I’ve heard there should be a grace period of some sort but I’m unsure if this is true or not? I have read the newbies forum but still a bit unsure. Should I use the template in there and do I need to delete any sections from it or just use as is? Also the date of incident was 27/02/19 and the date the notice was actually sent wasn’t until 18/03/19 which is over 14 days. The date I received it was 23/03/19. There was no notice on the windscreen. Should I include this information in the appeal? I’ve read something about needing to receive the notice within 14 days but not sure what it means. Also does anyone know the success rate of appealing?

    First, edit your post to remove information about who did what. Only ever refer to The Driver and The Keeper, who are two different people.
    The Keeper has protections in law that The Driver does not.

    Do this before you do anything else! Scammers read these fora.

    Then, and only then, re-read the NEWBIES which answers all your questions. Send the blue appeal untouched from The Keeper, or add a one liner that since they have failed to meet the strict requirements of the PoFA they cannot transfer liability to the keeper so should cancel now to save themselves some money.

    If it is rejected then appeal to PoPLA where lack of grace periods (note the plural) will feature prominently.

    Please also complain to your MP about this unregulated scam.

    That will win at POPLA stage as long as you DO NOT imply who parked.

    And the PCN is NOT for being 4 minutes over. Can't be. Not allowed, not possible.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
