If rented, what does your tenancy agreement say about parking? Because that takes precedence over what PCM think or say.
Is there a management company/management agent (MA)?
Is there a residents' association?
If you can find out who contracted PCM, you may have another way by complaining to them - they're PCM's principal, and are liable in any court action - and it's not unknown for a cancellation that way.
I'me sure the other regulars will correct me if I'm wrong and add their suggestions.
Private rented, and no mention of use of visitors spaces, only my numbered bay. There is a management company who are equally as money grabbing and useless to correspond with, but this is an avenue I should maybe try with.0 -
I'd wait for some guidance from some of the posters who are more regular around here than me (e.g. Coupon-Mad, KeithP, Redx, Umkomaas, waamo, Ralph-y and D_P_Dance to name just a few) on how to approach that specifically, but the management company are also liable for the actions of their agents.0

Letter arrived from PCM 'Final Reminder' saying i owe £100 as per IAS decision. CCJ could be obtained and additional court fees and debt collection agency fees could be added.0

PCM as usual are talking rubbish. Nobody takes any notice of a IAS rejection, all part of the scam set up by Gladstones solicitors
A CCJ only happens if it goes to court, you lost and did not pay.
The idiots forgot to say that when you win, you can claim your costs
The debt collectors ...... do read up about these morons

Keep all the letters and PCN, and the file they sent to the IAS as it will help you see what their hand is, when you need to defend.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
